What is CHEERS?
CHEERS, or the Cleveland Harbor Eastern Embayment Resilience Strategy, is a year-long planning process to improve the resilience of the Eastern Lakefront in Cleveland. We’ve been engaging with the community since spring of 2020 to create a plan that improves access, connects communities to the lakefront, and preserves the long-term health of Lake Erie. This study is especially important for our communities and ecosystem as we consider how climate change will impact our area and the Lake in the coming decades.
Where is the project area?
The project area is bounded by the Burke Lakefront Airport to the west, the Cleveland Lakefront Nature Preserve to the east, and extends north to the Breakwall and south to I-90.
Who is involved?
The study is funded by a grant from the National Fish and Wildlife Foundation. Project partners include the City of Cleveland, the Ohio Department of Natural Resources, Ohio Department of Transportation, and the Port of Cleveland, and Cleveland Metroparks. The study is being led by WRT, KS Associates, and Davey Tree.

What is the project schedule?
The initial plan has been completed. We are currently looking for community guidance for priorities as well as feedback.

When will the plan be implemented?
The final plan will include an implementation matrix, proposed schedule, and potential funding resources for projects included in the plan. Our plan will include both short-term implementation priorities and long-term vision elements that may take multiple years and partner coordination to bring to fruition.
